Statutes for the Svedish section of the European Union of Women EUW Europäishe Frauenunion EFU

Connection
§1 The section is member of the EUW, an association of politically interested women from conservative, Christian Democrat and like-minded parties in Western Europe.
The section acts as the international body of the Moderate Women's Association.
The Union is represented among the NGOs of the UN (ECOSOC) and the Council of Europe. The contact with the European community is carried out by EUW parliamentarians in the European Parliament.
EUW is also in close touch with the European Democrat Union.

Aims
§2 The section shall in the spirit of the Union work for:
· the preservation of human dignity and liberty
· the promotion of peace and international friendship in a free cooperation between the peoples of Europe and the world
· the promotion of social and economic progress in a free market society
· the safeguarding of our European cultural heritage.

These aims should be realised by strengthening and increasing the influence of women in the political and civic life of Europe and of international organisations.

Organisation
The section works internationally through
· the General Assembly
· the Council
· the Commissions

nationally through
· the Annual meeting
· the Board
· the Commissions

Membership
§4 Membership can be acquired by those willing to work for the principle of the Union.
Members pay a fee decided on by the annual meeting.
A person representing the section internationally shall be member of a party acknowledged by the Union. In Sweden this is the Moderate Party.

Withdrawal
§5 Withdrawal from the section shall in time be submitted to the board and be effective from the next fiscal year.

Annual Meeting
§6 The section shall hold its regular annual meeting before the end of April. Personal notice convening the meeting shall be sent out to all members four weeks before the meeting at the very latest.

Matters to be considered:
a) approval of the notice convening the meeting
b) election of chairman of the meeting
c) election of secretary of the meeting
d) election of two minutes-checkers
e) activity report of the Board
f) report of the auditors
g) adoption of the balance sheet
h) granting the Board its discharge
i) decision on the number of members and deputies of the Board
j) required elections of:
· chairman of the section
· members and deputies of the Board
· two auditors and two deputies
· two member of the elections committee, on oft them to convene the call
k) decisions on members' fees for next year
l) proposals by the Board
m) proposals by the members

Members who have paid their fee for the last year or the current year have the right to vote.
Voting is open, in elections though made by secret ballot on request.. In the event of a tie the chairman shall have a casting vote, except in elections where drawing of lots shall decide.
Decisions are made by simple majority unless otherwise stated.

The Board
§7 The Board consists of the chairman of the section plus four members as a minimum and eight as a maximum, with the number of deputies that the annual meeting decides on. The term of office shall be two years. Only members with a right to vote can be elected to the board.
The board elects within itself a vice chairman, a secretary and a treasurer within or outside the board until next annual meeting.
One half of the board plus one member shall constitute a quorum. Decisions shall be simple majority. In the event of a tie the chairman shall have a casting vote.

The board should
· disseminate knowledge about European and international work
· handle the contacts with the Union
· lead the activities of the section, prepare the matters to be decided on by the annual meeting and report to that meeting on the preceding year
· carry out the decisions taken by the annual meeting
· appoint a working committee, if any, and decide on its programme and activites
· appoint chairman and members of each commission
· appoint one member of the elections committee
· appoint delegates to the General Assembly o EUW

Commissions
§8 The number and fields of activities of the commsissions shall be decided by the board in accordance with the general outlines of the Union.
For each commission the board appoints a chairman and two members. The term of office is one year.

Elections committee
§9 The elections committee consists of three members, two elected by the annual meeting and one by the board. The term of office is two years.

Signing authority
§10 The chairman, the treasurer or another person appointed by the board shall have the right to sign for the section.

Economic administration
§11 The accounts are closed per calendar year. The balance sheet and board minutes for the preceding year shall be handed over to the auditors three weeks before the annual meeting at the very latest.

Auditing
§12 The books and administration of the section shall be scrutinized by two auditors. Two deputies shall be appointed for the auditors. They are all to be elected by the annual meeting. The term of office is one year.
The auditors shall after the scrutiny hand over their report thereon to the annual meeting. In the report the auditors shall recommend that the board be granted or rejected their discharge.

Amendment of the statues
§13 Decision on amendment of these statues should be made by a regular annual meeting by a two-thirds majority. The amendments should be enclosed in the notice convening the meeting.

Dissolution of the section
§14 The dissolution of the section must be proposed by a unanimous board and be decided by the annual meeting by a two-thirds majority. At the same time shall be decided how the assets, if any, shall be disposed.
